Washington (CNN)President Donald Trump announced Monday the US will formally designate Iran's Islamic Revolutionary Guard Corps as a Foreign Terrorist Organization, a move some in the administration had opposed over concerns about potential risks to US troops in the Middle East.
The step "recognizes the reality that Iran is not only a State Sponsor of Terrorism, but that the IRGC actively participates in, finances, and promotes terrorism as a tool of statecraft," Trump said in a statement that described the IRGC as "the Iranian government's primary means of directing and implementing its global terrorist campaign."
Administration officials said the move is a response to Iran's destabilizing behavior across the Middle East, including support for the regime in Syria, Houthi rebels in Yemen and Hezbollah in Lebanon, as well as for assassination plots in Europe and the US.
The announcement aims to drive a stake through the heart of a central institution in Iran. Formed after the Islamic revolution in 1979, the IRGC is not only Iran's most powerful military institution, it holds deep influence over domestic politics and the economy, with interests extending to and beyond the construction, telecommunications, auto and energy industries.
Iran responds
Beyond the internal dissent the designation triggered within the US government, the move could also increase tensions with allies, particularly Iraq, where the IRGC has ties to militias and officials, and Lebanon, where it backs Hezbollah, which is part of the government.
Iran's Supreme National Security Council responded Monday by declaring the US a "state sponsor of terrorism" and American troops operating in the region as "terrorist groups," according to IRNA, Iran's state-run news agency.
"The Islamic Republic of Iran declares itself in reciprocity against the unlawful and unreasonable action of the United States today, considering the United States as a terrorist sponsored government and the Central Command of the United States, CENTCOM, and all its affiliated forces as terrorist groups," the National Security Council of the Islamic Republic of Iran said in a statement, IRNA reported.
"Obviously, the US regime will take all the responsibility for the dangerous consequences of this undertaking," the statement said.
The IRGC designation marks the first time that the United States has ever named a part of another government as a foreign terrorist organization.

It takes effect on April 15, Secretary of State Mike Pompeo told reporters at the State Department Monday.
Economic and travel sanctions on the elite military group mean any group or individual that does business with the IRGC could face criminal prosecution for providing material support to a terrorist organization.
"This historic step will deprive the world's leading state sponsor of terror the financial means to spread misery and death around the world," Pompeo said. He warned that businesses with a presence in Iran or engaged with its companies will have to take extra steps to ensure they are not violating US sanctions.
Brian Hook, a senior policy adviser to Pompeo, said Monday that the IRGC controls "up to half Iran's economy."
"It is absolutely the case that the IRGC amounts to a significant amount of the Iranian economy through pure kleptocracy," Pompeo said. "Businesses and banks around the world now have a clear duty to ensure that companies with which they conduct transactions are not connected to the IRGC in any material way."
Concerns about troops
Senior officials said the designation decision, formally under the State Department's purview, represents the next step in the Trump administration's maximum pressure campaign against Iran, but the move had met with internal resistance because of concerns about American troops in the Middle East.
Defense officials have told CNN that US troops in Syria and Iraq often find themselves operating in close proximity to members of the IRGC. The US has about 5,000 troops in Iraq and close to 2,000 in Syria.
Last year, CNN reported that Director of National Intelligence Dan Coats cautioned the administration that designating the IRGC could pose dangers to US forces, according to one source familiar with the matter.
Asked about the risks to US troops in the Middle East and particularly in Iraq, Hook told reporters at the State Department that "the decision leading up to this process was a full interagency process that included every member of the NSC. We have taken all measures that are appropriate and prudent in the context of this designation."
He added that "whenever we and other nations call out and expose the regime for what it is, it behaves like a mafia organization increasing its threats. We will not be deterred by their threats."
'Prepared'
Nathan Sales, the State Department's Coordinator for Counterterrorism, said the agency would not discuss details of measures being taken to ensure the safety of US personnel.
"I can assure you that we take force protection very, very seriously. And that is why we have run a robust interagency process to make sure that all interested parties are prepared for whatever the Iranian regime might throw at us," he said, speaking alongside Hook Monday.
Cmdr. Rebecca Rebarich, Pentagon spokeswoman, said Monday that "the Department of Defense is prepared to implement the President and Secretary of State's decision to designate the Islamic Revolutionary Guard Corps as a Foreign Terrorist Organization."
"As a matter of policy, we do not discuss adjustments to force protection levels or measures for operational security reasons," Rebarich continued. "As always, DoD has taken prudent measures to ensure the safety of our forces around the world, and maintain our readiness to carry out our missions."

Mark Dubowitz, CEO of the Foundation for Defense of Democracies, said it was "fitting that the most dangerous terrorist group in the world, responsible for the deaths of tens of thousands of innocents and backed by a massive state apparatus and vast energy wealth, is being designated finally as a foreign terrorist organization."
The designation now means "the US government can truly unleash its full economic, prosecutorial and political powers" to punish Iran, Dubowitz said.
Trita Parsi, the author of "Losing an Enemy - Obama, Iran and the Triumph of Diplomacy," warned that the designation carries significant political implications and ultimately will not serve US security interests.
"This move closes yet another potential door for peacefully resolving tensions with Iran," Parsi said. "Once all doors are closed, and diplomacy is rendered impossible, war will essentially become inevitable ... this decision does not in any way shape or form serve US national security. On the contrary, it makes America less safe by making war more likely."
"Even if future administrations would want to resolve tensions with Iran, the spiderweb of sanctions and terrorism designations makes any meaningful movement towards a diplomatic breakthrough with Iran politically unfeasible in Washington," Parsi said.
Israeli reaction
The move was warmly welcomed by Israeli Prime Minister Benjamin Netanyahu, who thanked Trump in a tweet and appeared to take some credit for the move, which comes a day before Israeli elections.
"Thank you, my dear friend, President of the United States Donald Trump, for your decision to declare Iran's Revolutionary Guard as a terror organization," Netanyahu wrote. "Thank you for responding to another one of my important requests, that serves our interests and the interests of regional countries."
The IRGC designation follows Trump's March 21 announcement that the US would recognize Israeli control of the Golan Heights, a step that counters United Nations resolutions against land being seized by force. Like the President's decision to move the US embassy to Jerusalem and recognize the city as Israel's capitol, the Golan decision reversed decades of US policy and countered international norms.

not sure what this actually means since:

The United States Department of the Treasury designated the Quds Force under Executive Order 13224 for providing material support to US-designated terrorist organizations on 25 October 2007, prohibiting transactions between the group and U.S. citizens, and freezing any assets under U.S. jurisdiction.

the rest of the irgc are strictly a domestic group with no international exposure financially or materially.
but even the quds force was never targeted by the us military and in fact they had a very close working
relationship in syria were at times they were located less than 10 miles form each other.so this seems to
be a symbolic action with no strategy and no practical consequences.
however,iran is not taking this lightly.the entire parliament showed up to work wearing irgc uniforms today and denounced
the move.the 'moderate' faction in the parliament introduced the bill to designate american military forces in west asia as
a 'terrorist entity"(grouplet as they call it).
and they already got jiggy with it in afghamistan:

در ابعاد بزرگ این قضیه ی دیکتاتوری و دموکراسی و جمهوری اسلامی و این حرفها زیاد مهم نیست. مهم اینه که ایران تنها کشوریه که توش دروغ و چاپلوسی و تظاهر اینقدر موُثر و پُرکاربرده. جاهای دیگه ی دنیا هم این قضایا هست، دیکتاتور هست، فقر هست، فساد هست ولی هیچ جا رو من مستاُصل تر از ایران در جدال با هیولای درون ندیدم. انگار نطفه ی دروغ در اعماق این مردم کاشته شده

برای همینه که پذیرش رای اکثریت در اون جامعه با اینکه یک اتفاق نیک میتونه باشه ولی در باطن مریض ماجرا فرق خاصی ایجاد نمیکنه

👈سهم نظامی ها چقدر است؟


🔹ساعت هشت صبح در کاخ سعدآباد،قبل از آغاز مراسم صبحانه رسمی میان رهبران ایران و سوریه ،اضطراب و دلهره غیر قابل وصفی میان مقامات ارشد افتاده است، سید محمد خاتمی با تاخیر خود را به میز می رساند و پس از عذر خواهی رو به اسد خبری را اعلام می کند، که همه تیم سوری و هیات همراه را شوکه می کند، رئیس جمهور وقت با کمی تعلل می گوید:«شب گذشته با آقای ژاک شیراک صحبت کردم، او گفت آمریکایی ها ظرف دو یا سه روز آینده به ایران حمله می کنند»

🔹در حالی که لقمه صبحانه در دست اسد چند دقیقه ای مانده او هاج و واج به خاتمی خیره می شود و می گوید:«این خبر کذب است ،ما در مراکز امنیتی خود اطلاع دقیق داریم که عملیات آمریکا در منطقه تمام شده» خاتمی با قطع کردن سخنان بشار می گوید، شیراک خودش به من گفت که آمریکا از ما خواسته اجازه پرواز بمب افکن هایش از آسمان فرانسه را بدهیم!

🔹همین خبر کوتاه کافی بود تا اسد پس از صرف صبحانه سفر چند روزه به ایران را لغو کرده و برای مدیریت بحران به دمشق بازگردد. در آن سو شورای امنیت ملی ایران نیز با اعلام وضعیت فوق العاده همه نیروهای مسلح را به حالت آماده باش در آورد.

🔹فردای آن روز جورج بوش در میان افسران نیروی دریایی در پنسیلوانیا نطق هل من مبارز عجیبی خواند و مشخص شد، آمریکایی ها همان طور که سوری ها از طریق روس ها مطلع شده بودند، هیچ برنامه ای برای حمله به ایران نداشته و غائله ختم به خیر شد.

🔹اما چه خبر فرانسوی ها راست بود و چه تنها رکبی سیاسی برای کشاندن تهران به سر میز مذاکره ، آن گفت و گوی تلفنی پنجاه و پنج دقیقه ای میان خاتمی و شیراک زمینه اتفاقی عجیبی در سیاست خارجی در آینده شد!

🔹چند روزی پس از جلسات مکرر شورای عالی امنیت ملی، یکی از فرماندهان ارشد سپاه پاسداران در جلسه پرسش و پاسخ در میان دانشجویان دانشگاه امام صادق رو به حاضران گفت: «منطقه دست خوش تحولاتی است، نه ما عراقیم و نه حکومت ما شبیه صدام، از حالا اعلام می کنم، کلیه مناسبات سیاسی ایران در منطقه را ما نظامی ها تعیین خواهیم کرد».

🔹این سخنرانی غوغایی به پا کرد، چند معاون وزیر خارجه در محافل خصوصی پیغام فرستادند که اگر نظامی ها بیایند، باید در وزاتخانه را تخته کرد و رفت» روزنامه رسالت که همواره پیام های خاص را منتشر می کرد و می کند در پاسخ سرمقاله ای نوشت و که در بخشی از آن نوشته بود: «پایان دیپلماسی فدایت شوم، آغاز امنیت و اقتدار ایران است»!

🔹اختلافات رو به افزایش بود، شاید آسان ترین راه حل، استعفای وزیر و ایجاد یک مناقشه خطرناک در چهارراه پرحادثه منطقه بود، اما دولت اصلاحات برای حل بحران دوگانگی تصمیم گیری به راه حل جالب توجهی رسید. محسن امین زاده معاون وقت وزارت خارجه در شرحی از حوادث آن روزها می گوید: «اختلافات قابل تحمل نبود اما شورایی هماهنگ با همکاری نظامی ها و دیپلمات ها شکل گرفت تا امور کشور در وضعیت خطرناک مدیریت شود». در واقعیت خاتمی تصمیم گرفت تحت فشار ابر سیاه نئوکان ها بجای دمیدن بر آتش تفرقه داخلی ، بر میزان ضریب همبستگی بیافزاید و صلاح مملکت داری را به دولت مداری ترجیح دهد.

👈سهم نظامی ها چقدر است؟
قسمت دوم از دو قسمت

🔹البته برخی آگاهان در وزارت خارجه می گویند از آن زمان به این سو روز به روز از میزان تاثیر دیپلمات ها در سیاست خارجه ایران کاسته و حساب آن به سهم نظامیان ریخته شده است، هرچند که ماجرای حاکمیت دوگانه تنها به تصمیم تاریخی خاتمی محدود نیست! از همان ابتدای انقلاب یا دقیق تر دوران بهار قائم مقامی که هر کسی می آمد و می رفت بدون آنکه اصولا وزارت خارجه بداند. مثلا اعضای مجلس اعلای عراق در ایران در کجا ساکن هستند، کِی می آیند و کجا می روند! همین کثرت تصمیم گیری باعث شد آنقدر نفوذی ها راهشان ساده به کشور باز شود، که اتفاقات بی حیثیت کننده مثل ارسال موشک به نقاط مختلف از خاورمیانه تا بندر آنتورپ زیر گوش مقامات بی خبر به سادگی برنامه ریزی شود.

🔹داستان تحیرآور و عجیبی است، اما فضای سیاسی ایران در چندین دهه تجربه نشان می دهد «دوگانگی» را هم باید بعنوان اصلی در حفظ امنیت ملی کشور پذیرفت و هم آن را مدیریت کرد. این گزاره پر مناقشه اما با اهمیت در جایی تاثیر خود را نشان می دهد که باعث می شود، همه نیروهای موثر در حکومت سهم مشخصی را پذیرفته و یکدست شوند، در جامعه نو ما یک دستی و همبستگی ملی را فرازی از استراتژی خارپشت می دانیم.

🔹چه موافق باشیم و چه مخالف، سیاست خارجه ایران، هم سیاسی است و هم نظامی، این وضعیت با تهدید روز افزون دسیسه چینان آمریکایی و رژیم صهیونیست رو به تشدید است و از همین رو خصلت حاکمیت دوگانه روز به روز بیشتر خود را بروز خواهد داد، در چنین شرایطی با پذیرفتن واقعیت صحنه بهتر است مانند دولت اصلاحات به دنبال راه حلهای وحدت بخش و عملی تر برویم، بهتر است وزارت خارجه و شورای عالی امنیت ملی به سراغ ایده ای جدید تر برود و یا حداقل همان راه حل خاتمی را دوباره احیا کند.

🔹سیل چند روزه در کشور نشان داد اگر برنامه ای برای ایجاد سازمان هماهنگ تصمیم گیری در کشور ایجاد نشود اختلافات دولت ها با نظامی ها به چنان مرحله ای می رسد که یک سیلاب ویرانگر همه كشور را با خود خواهد برد

خوب مجلس ایران هم ارتش آمریکا رو تو لیست تروریست قرار داد.

از فردا شرکت سایپا دیگه به آمریکا پراید صادر نمیکنه، و بانک مرکزی هم گفته دلال‌های آمریکا حق معامله با ریال ایران رو ندران.

سنگ پا و کیسه و لنگ هم دیگه صادر نمی‌شه به آمریکا.

پشمک حاجی عبدالله و سوهان قم هم اعلام کردن که صادراتشون رو به بازار آمریکا قطع می‌کنن.

دانشگاه‌های ایران هم اعلام کردن از این به بعد فرزندان مسئولین آمریکا حق تدریس در این دانشگاه‌ها رو ندران
