PP lost and no doubt this was a tough year for them, it was clear some of the refereeing calls were very much against them. Aside from that they were not as lethal as last year (or even the year before). I think they need to strengthen their attack (something they should have done this year).
Esteghlal dealt with too many issues including this last one with Schaeffer... they were in a very tough group.
Both Es Es and PP are mainly dealing with their lack of budget and financial issues which is expected from the current economic situation, we can't expect miracles when things are not where they are supposed to be...
They spent more than any team except for maybe Teraktor.

who Perspolis.. amoo bikhial. Remember transfer window was closed and just reopen. how did we spend more than other teams..

Esteghlal and Teractor spent twice as Perspolis did in past year. Perspolis didn't even spend as much as Sepahan did.

Do you really think PP spent a lot of money in the transfer market?!
The big difference between our teams and league and other Asian Leagues (KSA, UAE, Qatar, So. Korea, Japan and China) is that we let our best players leave (at times easily and cheap) versus others who keep their bests and get good players. That is why we get the type of results we get in ACL...

You don't compare their spending to the other teams in the continent you compare to other teams in your own league. So the answer is yes they are the 2nd spender in our league after TS.

that is completed a false statement. They are NOT. Teractor and Esteghlal spent lot more than Perspolis. Just look at the players they bought/resigned this year.
Perspolis and Sepahan both have spent same amount in past 2 years.
