France, Germany and Britain are proposing a tough list of additional sanctions to be imposed against Iran over its disputed nuclear program, the Financial Times newspaper reported on Thursday.

A confidential document seen by the FT and Italian newspaper Il Riformista lists 34 Iranian entities and 10 individuals believed to be linked to covert nuclear or biological weapons programs, the London-based daily said.

The FT quoted some European diplomats as saying the list was meant to provide U.S. President Barack Obama's administration with a "bigger stick" in a carrot-and-stick approach aimed at getting Iran to stop nuclear activity.

It quoted others as saying the three European Union powers, known informally as the "EU-3," wanted to encourage a more hardline outcome of Washington's review of its Iran policy, expected to be completed next month.

A European diplomat familiar with the issue told Reuters the EU-3 were not trying to toughen Obama's approach. "This is no attempt to influence the United States' policy review. But it's aimed at strengthening Obama's ability to act," he said.

Obama has said the United States is prepared to talk to Tehran, in a turnabout from predecessor George W. Bush's approach. But his administration has also said tougher sanctions are possible if Iran keeps refusing to stop uranium enrichment.

Another EU diplomat said there was consideration late last year about extra sanctions but no consensus was reached. He said nothing would be done that would pre-empt Obama's review.

IRAN SPURNS 'CARROT-AND-STICK' POLICY

In Tehran, Iranian officials declined comment on the FT report. The Islamic Republic has repeatedly rejected any carrot-and-stick policy as insulting, fit only for "donkeys."

Diplomats close to the International Atomic Energy Agency say U.S.-Iranian detente could help ease current restrictions on IAEA inspections and investigations in Iran, and believe progress may not be served by more sanctions.

Western powers suspect Iran's nuclear program is aimed at building an atomic bomb because of its record of secrecy and restricting IAEA scrutiny. Tehran says it is enriching uranium purely for peaceful power generation.

The U.N. Security Council has imposed three rounds of sanctions on Iran for refusing to suspend uranium enrichment. But Russia and China, not seeing Iran as a threat to peace, balk at more sanctions, which has spurred separate EU3 initiatives.

The EU trio, together with the United States, China and Russia, comprise a less than united group of world powers trying to resolve the nuclear stand-off with Iran.

All the individuals on the new EU-wide sanctions proposal face penalties for the first time, the FT said, including the commander and deputy head of the paramilitary Basij force.

State-run Iranian organizations named for the first time include Sharif University of Technology, Iran Insurance Company, Iran Air Cargo, Iran Space Agency and Razi Institute for Serum and Vaccine Production.

Six banks and their Tehran headquarters were mentioned, including Bank Tejarat, one of Iran's largest commercial banks, for the first time.

nice job about the commander/deputy of Basij force, although they'll now be replaced with 2 other figures who are not in EU's sanction list!!lol

but why on earth Sharif Uni, Iran Insurance co. are in the list? how are they related to Iran's nuclear ambitions?! Also Iran Air was always sanctioned by USA, this makes it sanctioned by EU as well? ouch thats a bad news..

I really don't see the point of sanctions on Iran. WHat do they think it will accomplish? We have been living with sanctions for the past 30 years. It's like threatening an NFL player that if he doesn't behave someone will push or at worst tackle him.

We need to mobilize about possible sanction on Sharif University. This is absurd.

Concur! It is absurd.
But! What could be the percentage of Sharif University's dependency on outside sources?
Even if they have a tangible dependency they can easily bypass it through a proxy company.
Still I'll participate if we get mobilized.

Motori jan, depends on what the sanctions include. Just the fact that it might be tagged as an entity involved in proliferation violation will have a huge impact not just on its prestige but also on possible collaboration with other academic centres.

Sharif does not purchase goods from Europe or outside Iran. But would the ban include having international conferences in Iran? Research Collaborations between Sharif and other universities? Professors who want to spend time as visiting academics elsewhere? PhD students at Sharif who want to take their 9-month reseach intensive period in another university abroad?

A while ago many of us opposed sanctions against Israeli universities on academic freedom grounds. If this resolution passes, it will be important to write to media and remind them that the same way they opposed sanctions against Israeli universities, they should oppose sanctions against Iranian universities on the same ground too. Even if we assume a researcher at a university might have worked on a military poject (as many researchers in MIT so, BTW). is it ground for sanctioning the whole university? This is beyond absurd.

true, well said..u guys can write an article on this and submit it to BBC, Reuters,etc. They have a different section for "Opinions", "Articles".

France, Britain and Germany GOH KHORDAN. Anyway what they believe and think is no longer of any interest to people. They are all toothless tigers that used to be something long ago. It is time for them to wake up and smell the coffee.

It is interesting how everybody reacted on Sharif, while the one that most got me when I read the news was the serum and vaccine production, Now using your fantasy you could relate Sharif to nuclear production; AMMA akhe "vaccine prodution" be shaghighe che raptiii dareeee......

But you're right. Nothing to do with the Nuclear issue.
