He said that Pompeo thought they were panicking and out of line with respect to Britain and they have to wait few days before they attack. Later he talked to Dunford and he said he presented all the scenarios to Trump and he decided 150 people were too much causality. This is what the book say, it doesn't say anything whatsoever that they were panicking Iranian will retaliate big.
