The Secret Plans of the US Government for Iran

Iran Emrooz

www.wdr.de/tv/monitor/beitrag.phtml?bid=660&sid=124

Report: Markus Schmidt, John Goetz

Sonia Mikich: "after Baghdad, now Teheran, the next war? Condoleezza Rice, the US Secretary of State is on European attendance and praises the efforts of the Europeans to solve politically the atomic controversy with Iran.

That is signal of the American foreign policy. The other one: Pressure is to be finally made for the Mullah regime in Teheran. George Bush said yesterday in his speech clearly that Iran is the major supporter of terrorism. And again, the US leads war against the terrorism. This is well known.

Military strike at Iran - the film script which has been written since long ago, and its logistic preparations are underway. The allied ones are on the ground. Markus Schmidt and John Goetz have a report:

George W. Bush, yesterday night, appeared for the start of his second term of office and his message: America will carry the democracy into all world.

George W. Bush, US President : "Iran remains the major international sponsor of terror. It strives for nuclear weapons. This evening, I say to the Iranian people that “if you stand for your own liberty, America stands at your side.”

The option of military strike, is still on the table and is being prepared. And these fighters (MKO) play an important role. They call themselves Mojahedin-e Khalq of Iran, MEK. They are mortal enemies of the Mullahs. In their videos they praise their impact force. Thousands of fighters for a new Iran. But for the US State Department, and also for the European Union, they are considered as terrorists, in the same stage with Al-Qaeda. Is MEK today the secret ally of the US? Ex CIA agent McGovern has no doubt.

Ray McGovern, ex-CIA-civil servant: "why the US cooperates with organizations like the Mojahedin, I think, is because that they local, and because they are ready to work for us. Previously, we considered them as terrorist organization. And they exactly are. But they are now our terrorists and we now don’t hesitate to send them there to Iran."

Here in the pentagon the threads gather where Iran Plan is being run, since the autumn of 2002. Here is the power of Neo-Conservatives. For them, Iraq is only an intermediate step for toppling the ruling power in Teheran.

Karen Kwiatkowski, ex Pentagon official: "in the autumn 2002, when the president was campaigning to get the agreement for the invasion to Iraq, the “office for special planning” was looking at Iran. And Neo-Conservatives thought about how to proceed with Iran. In their conception of the world, Iran has long been a target."

For years, pentagon has tried to lift MKO’s name from the terrorist list and to recognize it as resistance force. For the war planners, they are the “born allied” ones, trained in sabotage technology, and disciplined.

Ray McGovern, ex CIA civil servant: "they are sent now over the borders into Iran for the usual secret service activities: attaching sensors, in order to supervise the Iranian atomic program, mark targets for air attacks, and perhaps establishing secret camps to control the military locations in Iran. And also little sabotage."

Karen Kwiatkowski ex Pentagon official: "MKO is ready to do things for which we would be ashamed, and over which we try to be silent. But for such tasks we exactly use them."

Flash back:

The history of the Mojahedin is as brutal as bizarre. Their ideology: a mixture of Islam and Marxism, their practice: Terror…

The 60's: Fight against the Shah, murdering US soldiers in Teheran.

1979: Revolution beside Ayatollah Khomeini.

The 80's: Breaking with the Mullah regime, fighting underground, performing military operations due to which many civilians died.

1986: MKO leader, Rajavi left exile in France, under the pressure of government in Paris. His new host: Saddam Hussein, ruling power of Iraq and mortal enemy of the Mullahs. Saddam showed up generously, gave the bases, supplies and heavy weapons.

May 2003: US tanks scroll up 100 km, to the headquarters of the Mojahedin north of Baghdad. The MKO itself, hands over all heavy weapons without a single shot fire, during the operation. The MEK is the only terrorist group in the world, with which the US army cut a deal. And still another characteristic: Their fighters in the Iraq are given protected persons under Geneva Convention.

US soldier, May 2003: "the Mojahedin explained their preparation to deliver their weapons. They may carry small weapons for self-defense, but they have agreed to hand over their large weapon systems and tanks to the coalition troops."

The spokesmen of Mojahedin give themselves the gesture of statesmen and say: “ No, they are not puppets of the US.” They boldly praise themselves and add: “Mojahedin was first in uncovering the secret atomic plants of the Mullahs. But now they want to be rewarded for this, and it means that they want their name off the terrorist list.

Mohammad Mohaddessin, MKO spokesman: "Cooperation with Americans? They control us and naturally protect us too. Our units in the Iraq form only a very small part of our movement. We have thousands and thousands of supporters Iran."

But behind the scenes, MKO fighters have good relations with Americans.

We visit the “Global Option”, private business, which is specialized in: military training world-wide. After investigations by Monitor, it becomes clear that the company employs military trainers form Mojahedin and coordinates all cooperation needs on behalf of the Pentagon. Asked about this intermediary role, the answer is vague: Cooperation, yes. There is bilateral recognition, but direct reception of money for the services of the company, no.

Neil Livingstone, global option: “MKO, long time ago, said goodbye to terrorism. It was stupidity in fact to put them on the US terror list, kind of tranquilizer for the Iranian government. A concession to get the negotiations go faster. We do not cooperate with MKO. I was their guest, I promoted them in the Congress, without getting money. For, I have had good relations with them since a long time ago, for 30 years."

Another informed source says words, contradictory to that of Livingstone. Long, the former department manager in the military secret service, says to Monitor: Global Option has been taken as buffer by the pentagon, in order to hide pentagon’s relations with a terrorist organization from public.

Pat Long, ex civil servant of Pentagon secret service: "Secret Services adop security measures in their operations to which we can’t link the orders of government. So, if the operation fails, one can claim that the government has had no role in it and that there were other hands involved.”

Reporter: "and these “others” is Global Option?"

Pat long, ex civil servant of Pentagon secret service: "I exactly heard that.”

They are again in the business. This time not beside Saddam Hussein but at the side of the US: always useful, always a puppet in the hands of powers.

Ray McGovern, ex CIA civil servant: "these are terrorists, but there is a big difference being my terrorists or yours.”

MOSSAD

One of the more interesting features of the secret and increasingly complex world of the Mojahedin-e-Khalq is the organisation’s links with a number of powerful intelligence agencies. The most interesting, sensitive and ultimately scandalous of these is the MKO’s relationship with the Israeli intelligence community—in particular the MOSSAD.

The information presented here is being disclosed for the first time. The intention is not to embarrass the Israeli intelligence community but to highlight an issue that has major implications for both Iranian and Israeli security policy.

Background

Accusations relating to ties with the Israelis have been levelled at the Mojahedin before. A powerful argument against these charges was the Mojahedin’s strategic alliance with Iraq’s former Baathist regime. Surely the MKO could not maintain links with Saddam Hussein’s regime and the Israeli intelligence service at the same time, the cynics quipped.

The problem with this argument is that it is based on the presupposition that the Iraqis exercised full control over the MKO’s global operations. This was not the case. Although the Mojahedin’s activities in Iraq and the border areas were subject to complete Iraqi vetting and clearance, the organisations’ activities outside Iraq were largely beyond the control of the Baathist regime.

This is not to say that the Mojahedin did not actively promote or spy on behalf of the Baathist regime in European, Australasian and North American capitals. These activities did take place but the Mojahedin either undertook them on their own initiative or in cooperation with Iraqi agents. There was no compulsion or implicit coercion involved in the process.

Another problem with the argument outlined above is that it presupposes Iraq’s former regime itself did not maintain surreptitious ties with Israel. The former Iraqi regime certainly employed strong rhetoric against Israel but its active participation in anti-Israeli initiatives did not extend beyond sponsorship of largely obsolete Arab Nationalist organisations and the channelling of financial rewards to the families of Palestinian suicide bombers.[1]

Furthermore it should be noted that the MKO is notoriously unscrupulous in handling its external relations. A glaring example of this is the organisation’s approach towards the recent Iraq war. The Mojahedin had no compunction to replace the Saddam Hussein regime with the American military as its master in Iraq. Therefore the organisation’s so-called anti-imperialist world view is unlikely to serve as a barrier to intelligence cooperation with Israeli agencies.

Recruitment

The Israelis first became interested in the MKO in the early 1980’s. The Islamic Republic’s intervention in Lebanon which led to the rise of the Hezbollah and the wider Islamic Resistance movement in that country were correctly assessed by the Israelis as a potential security nightmare. The Israelis were keen to gain credible security leverage on the Islamic Republic. Israeli spy agencies already maintained ties with monarchist remnants and former SAVAK officers--however the utility of these elements was not judged too highly.

The first physical contact between the Mojahedin and Israeli intelligence officers occurred in December 1988. The trigger point for the meeting was a credible Israeli threat to bomb Iraqi nuclear installations. The Israelis had made similar threats before and in June 1981 had carried them out. Therefore the Iraqis were taking the latest threats seriously. The MKO was effectively being used by the Iraqi intelligence services as a point of contact with the Israelis.

The setting of the meeting was in the rural haunt of Kilvrough, situated in the Gower peninsula of south Wales. The Mojahedin were represented by a team of four men from the security branch of the organisation. They reported directly to Ibrahim Zakeri, the former head of Mojahedin intelligence. The MKO team were told by intermediaries that they were to meet mid-ranking officials of the Israeli foreign ministry but of course they presumed this was a code word for MOSSAD.

In fact the Israeli team were from SHABAK or Shin Bet, the Israeli counter-intelligence and internal security organisation. These were the only assets that Israeli intelligence could deploy for these kinds of operations in the United Kingdom at that time.[2] It must be noted however that the operation was ultimately controlled by MOSSAD.

The logistics of the meeting had been planned under the auspices of David Kimche who was then a senior official in the Israeli Foreign Ministry. Kimche had been a former deputy head of MOSSAD and it is likely that his foreign ministry role in the mid to late 1980’s was cover for his real work. It is interesting to note that Kimche had played a role in the saga that later metamorphosed into Iran Gate. It was Kimche who had recruited Yaacov Nimrodi, an Iranian-Israeli Jew, for a mission to establish channels of communication with the Iranians.[3]

The meeting in December 1988 revolved around the threat posed to Iraqi nuclear installations. There is no evidence that the MKO and the Israelis decided to forge a relationship at that meeting. Nevertheless the meeting must have been a success as the Israelis never carried through with their threats to bomb Iraqi nuclear sites.

The Mojahedin and the Israelis were not to have another meeting for more than seven years. A combination of factors dissuaded the Israelis from responding to a number of approaches from the Mojahedin. Chief amongst these was the erroneous assessment that the Persian Gulf War of 1991 had foredoomed the Iraqi regime to an early collapse. The Israelis calculated that the Mojahedin would then face extermination at the hand of vengeful Shia and Kurdish victors.

The Israeli assessment had, of course, underestimated the resilience of the Baathist regime. In 1996 the Israelis reversed their position and decided that an investment on the Mojahedin would not result in bad returns after all.

The second meeting took place in May 1996 in a discreet Mojahedin safe house on the outskirts of Manchester. The safe house was under the supervision of Akram Damghanian, who at that time, was seconded to the security branch of the organisation. The head of MKO security, Ibrahim Zakeri, was in Manchester in early May 1996 ostensibly to audit his own security team.

But the real purpose behind Zakeri’s unusual trip to that region of England was to meet an Israeli intelligence delegation. This time the Mojahedin had been told in no uncertain terms that they were going to meet MOSSAD. The Israeli team again comprised four men. The planner this time around was Shabtai Shavit a former director of Shin Bet who was later co-opted by MOSSAD. Interestingly the ailing Shavit is still being used by Israeli intelligence in its disinformation campaigns against Iran. A website linked to Israeli intelligence recently lauded his denunciation of the prisoner swap deal between Israel and Hezbollah in a TV show.[4]

The foundations of the intelligence nexus between MOSSAD and the Mojahedin were thrashed out at that fateful meeting. The relationship continues to this day and largely revolves around the Israelis using the MKO as a disinformation outlet. An interesting feature of Israeli intelligence is that although it is one of the best in the business in conventional intelligence tradecraft, it is remarkably sloppy in disinformation and psychological warfare.

The Israeli inclination to exaggerate and concoct quasi-intelligence has discredited its traditional disinformation outlets. Hence the reliance on the MKO as a platform to disseminate disinformation on Iran relieves the Israelis from having to rely on these outlets.

The biggest MOSSAD-MKO disinformation coup was the so-called exposure of the Arak and Natanz reactors in the summer of 2002. The disinformation was channelled to an MKO security team in Europe by the MOSSAD psychological warfare unit.

One of the means the Israelis use to transfer this kind of information to the right people in the Mojahedin is through discreet insertions of encrypted data into laptops and other computers. The practicalities of these ultra-modern versions of the celebrated dead letter box are highly intricate. The Mojahedin use their trips across Europe and America to carry computers. The information is inserted into the computers at opportune moments. The couriers are not usually aware of the significance of the insertions—unless they are from the security branch of the organisation and have been “briefed” on their task.

The Israelis do not rely on the Mojahedin for classified information on Iran. The reason for this is simple: the Mojahedin can not deliver this kind of information. There is also no evidence that the Israelis have channelled money to the Mojahedin.

From the Mojahedin perspective this relationship is important as it serves to enhance their stature amongst Western intelligence agencies. The MOSSAD have lobbied strongly on behalf of the MKO. The most important example of this is the current pressure being applied on the Pentagon to keep the Mojahedin on “life-support” in the Diyala wastelands of Iraq.

Conclusion

The most important point to be made about the MOSSAD-MKO intelligence nexus is that it is, at best, a tactical cooperation. There can be no ideological affinity or common long-term objectives between Israel and an eccentric cult whose ideology is an amalgam of Pseudo-Marxism and Shia theosophy.

There is ample evidence in intelligence history that security links forged on the basis of tactical considerations are not only ephemeral but unlikely to prove particularly productive either.

Another interesting feature of this intelligence nexus is that it ultimately ties in with the complex intelligence great game between Iran and Israel. Israel needs some kind of leverage over Iran. After all the Islamic Republic is the main sponsor of the Islamic Resistance in Lebanon, which arguably constitutes Israel’s primary security threat.

Given the complex strategic variables at play it is difficult to envisage that the tactical relationship between the MOSSAD and the MKO will not end in severe embarrassment for the former and disaster for the latter.

[1] The Iraqis, for example, sponsored Abu Nidal, an organisation that became largely irrelevant from the late 1980’s onwards.

[2] The SHABAK agents were apparently in Britain at that time to investigate a security breach at the Israeli embassy in London.

Haha! I was reading your articles till I noticed your links! You were better off not giving away your sources! For example, Iran Didban is well known Information ministry (Vezarate Ettelat) site and has been at discrediting opposition groups, specially Mojahedin and others who fight IR by spreading rumors, mis-information and invalid assertions wrapped around some facts for several years. Any one familiar with SAVAMA’s trick and tactics would not take neither you nor your sources seriously as all their claims over the years have turned out to be lies and propaganda.
I am not writing this to defend Mojahedin, it’s up to them to do that, but I can not see Ettelat agents singing their familiar songs and spreading it to media and boards like here and not say anything.

I am sorry if you are offended. But above is your post in which you state your opinion based on a well known Ettelati site whose sole purpose is to spread mis-information and lies.
As for my statement: "Any one familiar with SAVAMA’s trick and tactics would not take neither you nor your sources seriously as all their claims over the years have turned out to be lies and propaganda", I stand by it. I did not mean to offend you, but simply emphasis on the fact that such claims are spread by SAVAMA and its agents and hence will not be taken seriously.
If one has any thing against Mojahedin, s/he does not have to repeat BS that Iran-didban (and likes) publish and side by vezarete ettelat and its agents.

There is no sign that US is planning a war with Iran. You read article like this but
they also writes something else an other time. Bush said in it's last interview that
he sees diplomacy as the way to deal with Iran.
I am sure US is planning to change IRI but not military. First they would need lots
of soldieres to send to the area. II They would need money to do so. III Iran is not
ezactly peace of cake. Iran can create problems in transporting oil from persion gulf
to west. IIII Since Iran has border with Afganistan and Iraq occpyning Iran will
be occupying a large area that can be difficult to control.
I believe some stikes on Iran is very likely but an attack like Iraq is possible but very
unlikly.
This generation will not fall for MKO. Forget about MKO. They may prefer Shah than
MKO.

It is not that US want Mojahedeen to come to power. Since they are organized
compare to other oranization group US plans to use them in the process and kick
their $$ in some later fase. They are unfortunatly stupid enough to take that role.
I am not in favaour of MKO. But unlike tangseer I think they are better than Lajevardi.
What I think I have against MKO is that I know like IRI once they are in power they will not leave even people don't support them. You can see they seek power using
Sadam, US what ever against IRI. If their love for power is in that level that they can work with Sadam, US ... to overthrow IRI I can't belive they will leave once they are in power.

short and simple: MKO is the cheapest whore in town!

regardless of what Bush says about diplomacy in public, it's no secret that CIA operatives are at it, it's all over the news, and MKO is their puppy for now.

in a way you gotta feel sorry for MKO, they get used and tossed around but they only have themselves to blame, for such a weak & corrupt leadership.
