Just wanna know what is your metric in your assessment ?
Top team performance ? Mid table team performance ? League Structure ? Player ratings ? Coach Ratings ? or your personal opinion ?

How for instance Serie A is worse than Bundes Liga or French League ? Are those also a 3rd world leagues ? LOL
I intentionally didn't talk about EPL and La Liga because that takes us away from discussion
BT means it in the grand scheme of things and what Seria A represented prior to last 2 decades. Simply we are comparing Seria A to Seria A throughout its history and its constant decline for a good 10-15 years... I'm a 'mild' inter fan (when it comes to Italian clubs) but have lost interest since early 2010's.

Ligue 1 and Bundesliga, though weak leagues, continue to have some positives characteristics like producing and exporting more "successful" players than Seria A. Also the slower pace of Seria A doesn't improve the viewer perception.

People need to take "viewership" and the overall feel of a league into account instead of just results.

It doesn't matter if a mid-table EPL team loses to a lower-table Serie-A team. What matters is how watchable and how interesting their respective football world is to the average neutral fan. Neutral fans are important in football because most teams in Europe enjoy a limited level of domestic support. Teams like Chelsea, Arsenal, Juventus, Inter and Atletico would be nothing without their international market. Their domestic base is less sizeable than Teraktor-Sazi Tabriz.

The Italian league lacks many things when it comes to the 'overall' feel. First and foremost, a lot of the pitches are substandard. The stadium lighting in many Serie-A games is straight out of a North Korean soviet-built arena. The camera-work and camera-angles that cover Serie-A matches are less desirable than all other top-leagues in Europe. The rivalry between clubs is huge in Italy but the average TV viewer never feels any of it. It's so slow, semi-dark and disengaged from the viewer that it fails to involve the viewer.

Football-wise, Serie A is not too bad. But that's only part of the story.
