Now before I get the debate started , I'd like to make one thing clear, and that is that there is a fine line between inventing something and formalizing it.
For instance we all know that the first ever charter of human right was made during Cyrus the Great's era. Which means the formalization of it does not lead to the ownership of it.
Now regarding the history of football, I found this and this is approved by FIFA president Sepp Blatter;
