If Assad was winning he wouldn't be at the negotiating table. He would wipe out the rebels, claim the country and let the UN arrange and rearrange the tables in Geneva. The answer is in what you conveniently failed to mention and that is:
"Assad's forces have failed to capitalize fully on advances they made last summer with the help of Iran, his major backer in the region, and the Hezbollah fighters"
In the end this is Syria's fight. Iran cannot do the fighting for them. If with all the infighting among rebels Assad is still fighting on the suburbs Damascus, he's got problems.

Not to the half of the Syrian population that's dead, internally displaced, or refugees outside Syria. There are never any winners inside the country in these types of conflicts - only losers. The only winner here is Russia because of arms sales and to a much lesser extent the IR for being able to keep the "axis of resistance" alive for PR purposes - that's all.
