New Sign of Distress as Iran’s Currency Falls

Iran’s already fragile currency, the rial, has fallen in value by about 40 percent over the past week, battered by a combination of potent Western sanctions over the disputed Iranian nuclear program and new anxieties among Iranians about their government’s economic stewardship, analysts said.

While the value of the rial has eroded for the past few years as Iran’s economic isolation has deepened, the severity of the drop worsened with surprising speed in recent days as Iranians rushed to sell rials for dollars. By the end of the day on Monday, it cost about 34,800 rials to buy $1 in Tehran. The rate had been 24,600 rials as of last Monday.

“It’s sort of in a full-blown stampede mode today,” said Cliff Kupchan, a Washington-based analyst at the Eurasia Group, a political risk consulting firm. “There’s very little confidence among many Iranians in the government’s ability to adroitly manage economic policy.”

In another ominous sign, 10,000 Iranian workers signed a petition addressed to Iran’s labor minister complaining about the declines in their purchasing power and other economic maladies, suggesting that the accumulated impact of sanctions is putting more political pressure on the Iranian leadership, The Associated Press reported. President Mahmoud Ahmadinejad has said the sanctions, which are designed to force concessions on Iran’s nuclear program, would fail.

Mr. Kupchan and others said the catalyst for the currency drop this past week appeared to be a policy change by the Central Bank of Iran on Sept. 23 that had been intended to reduce the volatility of exchange rates but had the opposite effect.

Under the new policy, the central bank established a “foreign exchange center” that gives preferential rates to importers of priority goods like meats, grains and medicine. But economists said the central bank may have inadvertently telegraphed fears that it was low on dollars, or at least lacked access to a large part of its estimated $110 billion in foreign exchange reserves. Some of that money is frozen in offshore accounts.

“What we have now is a massive dumping of rials,” Mr. Kupchan said.

Djavad Salehi-Isfahani, an economics professor at Virginia Tech, said the actions of Iran’s monetary officials showed that “the central bank doesn’t know what to do in crisis times.”

He said the situation had been exacerbated by Mr. Ahmadinejad’s insistence that rates for borrowers and depositers could not exceed the inflation rate. One consequence was that few Iranians keep their money in banks. Worries that the government was not being upfront about inflation may have been further aggravated, Mr. Salehi-Isfahani said, by its decision a few weeks ago to stop publishing the inflation rate, which is officially 23.5 percent but probably much higher.

The shriveling value of the rial is now contributing to fears in Iran of a severe inflationary spiral, as an increasing amount of rials are required to buy food, medicine and machinery needed from abroad. At the same time, Iran’s ability to sell oil, its main export, has been severely hampered by the sanctions on the nuclear program, which Iran says is for the peaceful development of nuclear energy but Western nations suspect is intended to produce nuclear weapons.

Economists said the rial’s decline was one of the clearest signs that the accumulated impact of sanctions had deeply wounded the Iranian economy.

“When a currency collapses, you can be certain that other economic metrics are moving in a negative direction too,” Steve H. Hanke, an economics professor at Johns Hopkins University and a senior fellow at the Cato Institute, a conservative think tank in Washington, wrote in an article published this month in Globe Asia, a business magazine.

در حالی که محمود احمدی نژاد در کنفرانس خبری امروز خود با حمله به تمامی نهادهای نظام غیر از دفتر خودش، حامیان دیروز خود را غافلگیر کرد، خبرنگار «بازتاب» به علت این اقدام غافلگیرانه احمدی نژاد دست یافته است.

به گزارش خبرنگار «بازتاب»؛ احمدی نژاد در کنفرانس خبری امروز خود، ابتدا با حمله به خبرگزاری فارس از سپاه به عنوان یک نهاد امنیتی که در سیاست دخالت می کند یاد کرد،سپس به رییس مجلس حمله کرد، آن گاه قوه قضاییه و شهرداری تهران را مورد مهرورزی قرار دارد و در این مسیر با طعنه زدن به انتقادات رهبری از فرهنگ به عنوان نظر شخصی، سازمان تبلیغات را هم بی نصیب نگذاشت، وی در کنار متبرک نمودن تمامی اجزای نظام، حتی بخشی از دولت را نیز بی نصیب نگذاشت و وزیر ارشاد را هم مورد عنایت قرار داده و به مشاور بین الملل رهبری هم طعنه زد و در پایان کنایه ای هم به مراجع تقلید زد.

اکنون اصولگرایان که احمدی نژاد را سال 1384 با هزینه سنگین به قدرت رسانده و در سال 1388 با هزینه ای بسیار سنگین تر در قدرت نگه داشتند، این پرسش را بارها و بارها با خود مطرح می کنند که چرا احمدی نژاد با ما این طور کرد؟

خبرنگار «بازتاب» برای پاسخ دادن به این پرسش، از برخی منابع آگاه کسب خبر کرده که نتیجه آن صدور حکم بازداشت برای محمدرضا رحیمی، معاون اول احمدی نژاد می باشد.

گفته می شود این حکم که هفته گذشته صادر شده بود، با توجه به رویه های قانونی که هنگام سفر خارجی رییس جمهور، معاون اول وی باید در کشور حضور داشته باشد، در زمان سفر محمود احمدی نژاد به نیویورک اجرا نشده و اجرای آن به هفته جاری موکول شده بود که احمدی نژاد با اطلاع از این موضوع، در چند روز گذشته بر سر کار خود در نهاد ریاست جمهوری حاضر نشده و برای جلوگیری از این اقدام، قصد ملاقات با رییس قوه قضاییه را داشته که آن نیز ممکن نشده است و پس از آن که توسل برای استفاده از اختیارات رهبری در توقف حکم قضایی نیز نتیجه نداده، وی حرکت انتحاری امروز را انجام داده است.

احمدی نژاد با این حرکت، قصد القای این موضوع را دارد که در صورت اجرای حکم رحیمی، این دستگیری به خاطر مواضع امروز و انتقادات وی بوده و همچنین با تهدید ضمنی به استعفا با به کار بردن "دست خطی می نویسم و خداحافظ شما"، نظام را از ورود به خط قرمزش، یعنی دستگیری اعضای کابینه بر حذر داشته است.

باید منتظر بود تا روشن شود نتیجه این تاکتیک چه خواهد بود آیا حکم رحیمی اجرا خواهد شد یا بار دیگر رییس دولت با جنگ روانی موفق خواهد شد اهدافش را محقق سازد.

به گزارش خبرنگار ایلنا، در حالیکه امروز پس از گذشت مدت***ها بازار آزاد غیر رسمی (بازار سیاه) کمی با کاهش مواجه شده بود و روند سینوسی داشت، در ساعات پایانی امروز و در زمانی که صرافی***ها تعطیل بودند، اندکی پس از اتمام نشست خبری رییس جمهور، قیمت دلار با ۳۰۰ تومان افزایش از ۳۳۲۰ به ۳۶۲۰ تومان رسید.

کار***شناسان واکنش احمدی***نژاد به بورس و عدم اعلام چشم انداز مثبت به این بازار را از مهم***ترین علت افزایش قیمت دلار ذکر کرده***اند.

پیش از نشست خبری رییس جمهور همگان انتظار داشتند که تصمیم قاطعانه دولت را در برابر بازار سیاه ارز اززبان احمدی نژاد بشنوند. اما بازار واکنش دیگری نشان داد و تشدید آثار تورمی در بازار ارز بار دیگر خودنمایی کرد.

براساس این گزارش، قیمت سایر ارز***ها در بازار آزاد به شرح زیر است:

یورو ۴۷۲۰ تومان، پوند ۵۸۲۰ تومان معامله می***شود.

به گزارش خبرنگار ایلنا، بازار سکه نیز بع تبع بازار ارز با افزایش مواجه شد،

هرقطعه سکه بهار آزادی طرح جدید نیز یک میلیون و ۴۰۰هزار تومان معامله شد. قیمت هر قطعه نیم سکه۶۶۰ هزار تومان، ربع سکه۳۳۰ هزار تومان وسکه یک گرمی۱۶۵ هزار تومان شد.

0105 GMT: Five years ago, as he called on OPEC members to convert their cash reserves into a currency other than the US dollar, President Ahmadinejad said of Americans, "They get our oil and give us a worthless piece of paper."
Today, Ahmadinejad awakes to an Iranian Rial which has lost almost half its value in the last nine days despite --- or possibly because of --- a Central Bank intervention which was meant to prop it up. Having traded at just over 10000:1 vs. the "worthless" US dollar a year ago, the Rial is posted on currency websites at 35500:1 to 35800:1. At one point on Tuesday, it reportedly touched 40000:1 in some exchanges before settling --- according to some accounts, assisted by arrests of currency traders.
The President took centre stage in the afternoon with a press conference. However, far from taking on the issues underpinning the dramatic fall of the currency, he adopted the tactics of denial ("It's not the Government's fault"), dismissal ("Dear people, just wait a bit. Don't bother, if you cannot buy foreign spoons and forks for now"), and blame of the "enemy" for sanctions and "psychological warfare".
None of this touched the problems of economic structures and the Government's policies, concisely set out by an EA reader yesterday:
Since draconian sanctions and oil embargoes have drastically cut Iran's oil exports, Iran is suddenly faced with a lack of dollar liquidity. As a result, the main support mechanism for the rial has all but disappeared - much like pulling the rug from under your feet. This is why the rial can no longer be controlled, in spite of massive efforts by the Central Bank to control the sale of dollars.
The main side effect is inflation (which was already prevalent due to economic mismanagement). The Rial is becoming more and more worthless, making products more and more expensive. It is also a double-edged sword: a worthless Rial makes imports far too expensive, yet domestic industries cannot fill the gap because they are themselves decimated by inflation. The only advantage of inflation...is that the budget deficit suddenly becomes very cheap....
All in all, what we are witnessing is an ugly correction of the Iranian economy. This is how our economy looks like without oil. Now the question is: why? Why did 8 years of record oil revenues under Ahmadinejad not lead to a more productive and competitive economy? Why did Iran become so addicted to oil sales, when this outcome was all but inevitable, whether through embargoes or a depletion of reserves?
Why? Because the regime is completely incompetent, and has squandered Iran's riches in every possible way other than actually benefiting the Iranian people.
Maybe Ahmadinejad recognises this, however. Perhaps, seeing the collapse of his economic plans and promises, he knows there is no way back, at least not in the nine months left in his Presidency. Indeed, this may be why he set out an "escape clause" of leaving his office now: "I was somewhere and said, 'If you want me to, I'm ready to write a sentence, and we go away.'"
That "somewhere" is likely to be the Supreme Leader's office. Which raises the question: what exactly is Ayatollah Khamenei doing about the "worthless pieces of paper" with the picture of his predecessor, Ayatollah Khomeini?

Reuters highlights an extract from President Ahmadinejad's press conference in which --- absolving his Government of responsibility --- he blamed enemies within as well as without for the currency crisis and economic problems: "Enemies have managed to reduce our oil sales but hopefully we will compensate for this....According to a report from one of the security services, 22 individuals are ringleaders of the recent turmoil in the currency market, and since these individuals are known, security institutions must act."

1643 GMT: Currency Watch. Ahmad Karimi Esfahani, the head of Bazaar guilds, has said the Government is "incapable" of taking any decision about curremcy market.

Esfahani said the Central Bank's "trade room", launched last week to provide foreign exchange at a small discount from the open-market rate, had not helped the situation.

1635 GMT: Press Watch (Prison Edition). The United Nations Human Rights Commission has called for the immediate release and end of harassment of prominent activists and journalists from prison.

Spokesman Rupert Colville said, "The ongoing arrest and detention of media professionals and intimidation of media organizations is deeply worrying, especially given we are now entering the run-up to the June 2013 Presidential elections. We urge the Government of Iran to promptly release all those who have been arrested for peacefully exercising their fundamental rights."

Colville expressed concern about human rights lawyer Mohammad Ali Dadkhah, summoned to prison last week to serve a nine-year sentence for his leading role in the Center for Defenders of Human Rights, and he cited other cases from Ali Akbar Javanfekr, President Ahmadinejad's aide and head of the State news agency IRNA, to Reuters Bureau Chief Parisa Hafezi.

Colville also referred to the detention in late September of Faezeh Hashemi and Mehdi Hashemi, the daughter and son of former President Hashemi Rafsanjani.

1617 GMT: Headline of Day. Khabar Online's summary of the President's news conference is covered by our collection of take-away lines (see 1410 GMT), but it deserves mention for its headline, "Ahmadinejad Warns of Enemies' Psycho War against Iran".

1611 GMT: Political Prisoner Watch. Labour activist Ali Nejati has reportedly been released from prison.


Nejati was arrested in March 2009 and charged with "actions against national security".

1547 GMT: Currency Watch. Did Iran's security fofces arrest currency traders today to stop the slide of the Rial?

Tehran Police Chief Ahmad Reza Radan said officers are "currently active over dollar and currency troubles" and that he will report in time on their activities.

Iran Police Chief Esmail Ahmadi Moghaddam adds another piece of information: the Prosecutor General released "currency defrauders" after the NAJA police branch had arrested them. Ahmadi-
Moghaddami added, "We need better laws" for the situation.


1537 GMT: The Battle Within (cont.). And here's another sign of trouble for the President....

Before Ahmadinejad's televised press conference, Speaker of Parliament Ali Larijani took aim at the Government's programmes such as subsidised housing: "The economy does not
work
with 'Robin Hood-style' methods."


Larijani repeated his assertion --- colliding with Ahmadinejad's assertion that external factors rather than the Government were responsible for difficulties --- that economic problems are "20% sanctions" and the rest are due to mismanagement.

1530 GMT: The Battle Within. Forget the Ahmadinejad press conference, this may be the most incisive remark of the day....
A senior Iranian military commander has rejected reestablishment of relations between Tehran and Washington as being against the principles of the Islamic Revolution and people’s demands.Addressing a group of high-ranking officials, Iranian Armed Forces Chief of Staff Major General Seyyed Hassan Firouzabadi said the idea of detente with the US is the result of occasional disregard for “the ideals of Imam [Khomeini]” by some officials.
The Iranian commander reiterated the remarks made by Leader of the Islamic Revolution Ayatollah Seyyed Ali Khamenei, who ruled out any relations with the US unless Washington “comes to its senses".
“Today, US officials have shown that they are enslaved by Zionists, super-capitalists and the British Freemasons,” Firouzabadi added.
So who are the "some officials" whom Firouzabadi is slapping down with his comments? Well, President Ahmadinejad included only last week in New York that he would welcome a resumption of talks with the US on issues such as Iran's nuclear programme.

1410 GMT: Ahmadinejad Watch. Take-away lines from the President's press conference....

On the currency crisis: "Dear people, just wait a bit. Don't bother, if you cannot buy foreign spoons and forks for now... Have patience, and all of it will get fixed."

On his flagship economic programme: "What do subsidy cuts mean? In two words: taking from those who have and giving it to those who have not."

On politics: "Ahmadinejad is the only one that you can criticise. Tell me with whom else you can do that?"

On the press: "The ban on Shargh newspaper was a fault committed by my Culture Minister in my absence."

On America: "I did not propose talks with USA."

Journalist Reza Asadi adds, "Ahmadinejad is attacking every official in the Islamic Republic in his presser like a wounded tiger. Roasted Revolutionary Guards several times."

1330 GMT: Currency Watch. The yo-yoing of the Rial continues --- Mesghal puts the current rate at 35500:1 vs. the US dollar.

1320 GMT: Currency Watch. President Ahmadinejad is holding his press conference, telling journalists that the economic situation is not the Government's fault but should be attributed to sanctions and the "enemy's psychological war".

Minister of Economy Shamseddin Hosseini will answer questions on State broadcaster IRIB tonight about the currency crisis. Meanwhile, 13 experts on the economy have
warned the Government of a "currency tsunami".


1314 GMT: All-is-Not-Well Alert. Prominent political analyst Sadegh Zibakalam has offered his thoughts on the current situation: "In wartime, conditions were better than today --- people have no right to protest and ruling factions take revenge on each other."

The Tehran University academic continued, "People are insulted and angrh. The government's mistaken foreign policy has caused economic and political shortcomings."

1300 GMT: Ahmadinejad Watch. MP Mohammad Bayatian, a member pf the Industry Committee, has claimed that the required number of signatures have been gathered on a petition to interrogate the President about the currency situation.

Deputy Speaker of Parliament Mohammad Reza Bahonar has implicitly warned Ahmadinejad not to interfere over the six-month prison sentence of Presidential aide Ali Akbar Javanfekr: "No organisation can intervene in the case but can act only via legal channels."

Javanfekr, the editor of Iran newspaper, was summoned to prison last week over an issue of the publication which allegedly insulted Islam. Ahmadinejad reportedly said he would approach the Supreme Leader about the case.

1235 GMT: Currency Watch. Following our earlier report of wide differences in reports on the state of the Rial, Mehr gives a possible explanation --- it says there have been sharp fluctuations in the Rial's value today, as it weakening to 36500:1 vs. the US dollar and now has rebounded to 32600:1.

Baztab gives an even larger swing from 40000:1 to 32600:1, indicating the Rial's bounceback came after the Central Bank injected foreign currency into the market.

1113 GMT: Protest Watch. The Associated Press reports on a petition, with 10,000 names, complaining to Minister of Labor Abdolreza Sheikholeslami about economic conditions: "A staggering increase in prices has been biting over the past year as wages of workers have only increased 13 percent this year....Millions of workers cannot afford their monthly housing costs."

.1110 GMT: Currency Watch. Deputy Speaker of Parliament Mohammad Reza Bahonar has rejected a rumour that the Government is devaluing the Rial to help cover its Budget deficit. He assured that there is no shortage in foreign exchange and that the Bazaar can be provided with amply supply.

1059 GMT: Currency Watch --- Who's Telling the Truth? We noted a few minutes ago that currency websites Mesghal and Mazanex are reporting a 5% strengthening of the Rial today to 33200:1 vs. the US dollar on the open market.

However, Khabar Online, linked to Speaker of Parliament Ali Larijani, has a far different story. It claims the Rial is moving at 39000:1, a further decline of more than 12% on top of Monday's 16% fall. The website posts a photo to back up its claim.

Journalist Thomas Erdbrink sent a brief message that the rate in Tehran markets is 37500:1.

1053 GMT: Press Watch. The daily newspaper Maghreb has been warned by the Press Council to exercise tighter supervision over its content, after its offices were raided and its editor
questioned on Monday.


The cause of the warning is unclear, although rumours circulated that Maghreb had transgressed by published a photo of either former President Khatami or former President Rafsanjani.

1050 GMT: Ahmadinejad Watch. Iranian media report that President Ahmadinejad will hold a press conference this afternoon on domestic and international issues.

1045 GMT: Currency Watch. Back from an academic break to find both Mesghal and Mazanex reporting a halt to the slide of the Rial.

Both sites post a rate of 33200 Rials to the US dollar, a strengthening of almost 5% after the sharp drop of more than 40% over the past week.

0750 GMT: Currency Watch. A telling first-hand remark from inside Iran....

"M. Ali" is a frequent contributor to Race for Iran's comment section, and occasionally to EA under another name. Up to now, he has dismissed talk of serious economic problems as exaggeration by those seeking to undermine the regime, but overnight he has posted:
The current currency crisis is a big worry to me. If the government can’t burst the currency bubble soon (and so far, it is a bubble) then many business will close down and if it is prolonged, and the bubble suddenly bursts, then a lot of people will lose their life savings, and if it doesn’t burst, then the rial will be valueless and will have a hyperinflation like Zimbabwe.My own savings have been reduced by 1/3rd in an extremely short time and I refused to convert it to dollars for ideological reasons, but I wonder how long I can hold out, as I am as human as the next person.
This is depressing me, and a part of me feels like we gave them (the west) a good run for their money, and after struggling for 30+ years, we might finally have lost…

0745 GMT: Currency Watch. And now signs of tension within the regime over the deteriorating situation....

Fars, linked to the Revolutionary Guards, headlines an interview with Ministry of Industry Mehdi Ghazanfari. He says that this is "not only an economic issue" but one with security, political, and cultural dimensions, and he complains, "Unfortunately the relevant authorities are not very active."

0655 GMT: Currency Watch. The currency site Mesghal.com is back on-line but has not updated its information from Monday.

Alef, however, posts a rate of 35400 Rials to the US dollar, a weakening of more than 2% from Monday's 34700:1. The site also says new gold coin is now priced at 13.8 million Rials (about $1100), a surge of more than 35% in a week.

Khabar Online reports that the Central Bank will maintain Sunday's rate of 26720 Rials to the US dollar in its "trade room" for importers and other selected customers, despite the 16% fall in the Rial on the open market on Monday.

Initially the Central Bank had set the Rial at a 2% rate stronger than its open-market level, but that gap is more than 30%.

Minister of Industry Mehdi Ghazanfari has said that exchange offices may provide currency at the "trade room" rate for "small demands".

0645 GMT: Press Watch. There is not a hint from State news agency IRNA about the currency situation. Its lead stories this morning --- "Western Companies Should Be Punished for Helping Saddam's Chemical Weapons Programme", "Good Relations with Tehran --- Tbilisi is a Model for the Region", "Foreign Ministry Rejects Claims of American and the Persian Gulf Cooperation Council", and President Ahmadinejad's interview with Charlie Rose on US television.

And in the Economic Section? IRNA talks about the Central Bank's new "trade room", which offers foreign exchange at a small discount on the open-market rate to importers and other selected customers, without ever mentioning the state of the Rial vs. the US dollar.

In contrasst to IRNA, Mehr is reporting an open-market rate of 34000 to 35000 Rials per US dollar this morning, roughly the same as Monday's closing level.

0455 GMT: There is no doubt about today's lead story. Even international news outlets who think of "Iran" as the nuclear programme and possible war with Israel set these aside on Monday for the economic shock of the free fall of the currency.

By the end of Monday, currency websites such as Mesghal and Mazanex set the Iranian Rial at 34700:1 vs. the US dollar on the open market, a drop of 16% on the day and more than 40% on the week, with some Iranian media reporting the currency hitting the 35000:1 mark.

Already this morning there are indications beyond the numbers of the seriousness of the problem. Reports indicate that Tehran's major foreign exchange offices were closed early on Monday, and the opposition website Kalemeh is claiming that parts of the Bazaar were shut. One of Mesghal's currency websites has been "Account Suspended" since Monday morning; the other cannot be contacted this morning. Mazanex has suspended the posting of a dollar rate for the Rial.

Reuters highlights an extract from President Ahmadinejad's press conference in which --- absolving his Government of responsibility --- he blamed enemies within as well as without for the currency crisis and economic problems: "Enemies have managed to reduce our oil sales but hopefully we will compensate for this....According to a report from one of the security services, 22 individuals are ringleaders of the recent turmoil in the currency market, and since these individuals are known, security institutions must act."

1643 GMT: Currency Watch. Ahmad Karimi Esfahani, the head of Bazaar guilds, has said the Government is "incapable" of taking any decision about curremcy market.

Esfahani said the Central Bank's "trade room", launched last week to provide foreign exchange at a small discount from the open-market rate, had not helped the situation.

1635 GMT: Press Watch (Prison Edition). The United Nations Human Rights Commission has called for the immediate release and end of harassment of prominent activists and journalists from prison.

Spokesman Rupert Colville said, "The ongoing arrest and detention of media professionals and intimidation of media organizations is deeply worrying, especially given we are now entering the run-up to the June 2013 Presidential elections. We urge the Government of Iran to promptly release all those who have been arrested for peacefully exercising their fundamental rights."

Colville expressed concern about human rights lawyer Mohammad Ali Dadkhah, summoned to prison last week to serve a nine-year sentence for his leading role in the Center for Defenders of Human Rights, and he cited other cases from Ali Akbar Javanfekr, President Ahmadinejad's aide and head of the State news agency IRNA, to Reuters Bureau Chief Parisa Hafezi.

Colville also referred to the detention in late September of Faezeh Hashemi and Mehdi Hashemi, the daughter and son of former President Hashemi Rafsanjani.

1547 GMT: Currency Watch. Did Iran's security fofces arrest currency traders today to stop the slide of the Rial?

Tehran Police Chief Ahmad Reza Radan said officers are "currently active over dollar and currency troubles" and that he will report in time on their activities.

Iran Police Chief Esmail Ahmadi Moghaddam adds another piece of information: the Prosecutor General released "currency defrauders" after the NAJA police branch had arrested them. Ahmadi-
Moghaddami added, "We need better laws" for the situation.


1537 GMT: The Battle Within (cont.). And here's another sign of trouble for the President....

Before Ahmadinejad's televised press conference, Speaker of Parliament Ali Larijani took aim at the Government's programmes such as subsidised housing: "The economy does not
work
with 'Robin Hood-style' methods."


Larijani repeated his assertion --- colliding with Ahmadinejad's assertion that external factors rather than the Government were responsible for difficulties --- that economic problems are "20% sanctions" and the rest are due to mismanagement.

1530 GMT: The Battle Within. Forget the Ahmadinejad press conference, this may be the most incisive remark of the day....
A senior Iranian military commander has rejected reestablishment of relations between Tehran and Washington as being against the principles of the Islamic Revolution and people’s demands.Addressing a group of high-ranking officials, Iranian Armed Forces Chief of Staff Major General Seyyed Hassan Firouzabadi said the idea of detente with the US is the result of occasional disregard for “the ideals of Imam [Khomeini]” by some officials.
The Iranian commander reiterated the remarks made by Leader of the Islamic Revolution Ayatollah Seyyed Ali Khamenei, who ruled out any relations with the US unless Washington “comes to its senses".
“Today, US officials have shown that they are enslaved by Zionists, super-capitalists and the British Freemasons,” Firouzabadi added.
So who are the "some officials" whom Firouzabadi is slapping down with his comments? Well, President Ahmadinejad included only last week in New York that he would welcome a resumption of talks with the US on issues such as Iran's nuclear programme.

1410 GMT: Ahmadinejad Watch. Take-away lines from the President's press conference....

On the currency crisis: "Dear people, just wait a bit. Don't bother, if you cannot buy foreign spoons and forks for now... Have patience, and all of it will get fixed."

On his flagship economic programme: "What do subsidy cuts mean? In two words: taking from those who have and giving it to those who have not."

On politics: "Ahmadinejad is the only one that you can criticise. Tell me with whom else you can do that?"

On the press: "The ban on Shargh newspaper was a fault committed by my Culture Minister in my absence."

On America: "I did not propose talks with USA."

Journalist Reza Asadi adds, "Ahmadinejad is attacking every official in the Islamic Republic in his presser like a wounded tiger. Roasted Revolutionary Guards several times."

1330 GMT: Currency Watch. The yo-yoing of the Rial continues --- Mesghal puts the current rate at 35500:1 vs. the US dollar.

1320 GMT: Currency Watch. President Ahmadinejad is holding his press conference, telling journalists that the economic situation is not the Government's fault but should be attributed to sanctions and the "enemy's psychological war".

Minister of Economy Shamseddin Hosseini will answer questions on State broadcaster IRIB tonight about the currency crisis. Meanwhile, 13 experts on the economy have
warned the Government of a "currency tsunami".


1314 GMT: All-is-Not-Well Alert. Prominent political analyst Sadegh Zibakalam has offered his thoughts on the current situation: "In wartime, conditions were better than today --- people have no right to protest and ruling factions take revenge on each other."

The Tehran University academic continued, "People are insulted and angrh. The government's mistaken foreign policy has caused economic and political shortcomings."

1300 GMT: Ahmadinejad Watch. MP Mohammad Bayatian, a member pf the Industry Committee, has claimed that the required number of signatures have been gathered on a petition to interrogate the President about the currency situation.

Deputy Speaker of Parliament Mohammad Reza Bahonar has implicitly warned Ahmadinejad not to interfere over the six-month prison sentence of Presidential aide Ali Akbar Javanfekr: "No organisation can intervene in the case but can act only via legal channels."

Javanfekr, the editor of Iran newspaper, was summoned to prison last week over an issue of the publication which allegedly insulted Islam. Ahmadinejad reportedly said he would approach the Supreme Leader about the case.

1235 GMT: Currency Watch. Following our earlier report of wide differences in reports on the state of the Rial, Mehr gives a possible explanation --- it says there have been sharp fluctuations in the Rial's value today, as it weakening to 36500:1 vs. the US dollar and now has rebounded to 32600:1.

Baztab gives an even larger swing from 40000:1 to 32600:1, indicating the Rial's bounceback came after the Central Bank injected foreign currency into the market.

1113 GMT: Protest Watch. The Associated Press reports on a petition, with 10,000 names, complaining to Minister of Labor Abdolreza Sheikholeslami about economic conditions: "A staggering increase in prices has been biting over the past year as wages of workers have only increased 13 percent this year....Millions of workers cannot afford their monthly housing costs."

.1110 GMT: Currency Watch. Deputy Speaker of Parliament Mohammad Reza Bahonar has rejected a rumour that the Government is devaluing the Rial to help cover its Budget deficit. He assured that there is no shortage in foreign exchange and that the Bazaar can be provided with amply supply.

1059 GMT: Currency Watch --- Who's Telling the Truth? We noted a few minutes ago that currency websites Mesghal and Mazanex are reporting a 5% strengthening of the Rial today to 33200:1 vs. the US dollar on the open market.

However, Khabar Online, linked to Speaker of Parliament Ali Larijani, has a far different story. It claims the Rial is moving at 39000:1, a further decline of more than 12% on top of Monday's 16% fall. The website posts a photo to back up its claim.

Journalist Thomas Erdbrink sent a brief message that the rate in Tehran markets is 37500:1.

1053 GMT: Press Watch. The daily newspaper Maghreb has been warned by the Press Council to exercise tighter supervision over its content, after its offices were raided and its editor
questioned on Monday.


The cause of the warning is unclear, although rumours circulated that Maghreb had transgressed by published a photo of either former President Khatami or former President Rafsanjani.

1050 GMT: Ahmadinejad Watch. Iranian media report that President Ahmadinejad will hold a press conference this afternoon on domestic and international issues.

1045 GMT: Currency Watch. Back from an academic break to find both Mesghal and Mazanex reporting a halt to the slide of the Rial.

Both sites post a rate of 33200 Rials to the US dollar, a strengthening of almost 5% after the sharp drop of more than 40% over the past week.

0750 GMT: Currency Watch. A telling first-hand remark from inside Iran....

The current currency crisis is a big worry to me. If the government can’t burst the currency bubble soon (and so far, it is a bubble) then many business will close down and if it is prolonged, and the bubble suddenly bursts, then a lot of people will lose their life savings, and if it doesn’t burst, then the rial will be valueless and will have a hyperinflation like Zimbabwe.My own savings have been reduced by 1/3rd in an extremely short time and I refused to convert it to dollars for ideological reasons, but I wonder how long I can hold out, as I am as human as the next person.
This is depressing me, and a part of me feels like we gave them (the west) a good run for their money, and after struggling for 30+ years, we might finally have lost…

0745 GMT: Currency Watch. And now signs of tension within the regime over the deteriorating situation....

Fars, linked to the Revolutionary Guards, headlines an interview with Ministry of Industry Mehdi Ghazanfari. He says that this is "not only an economic issue" but one with security, political, and cultural dimensions, and he complains, "Unfortunately the relevant authorities are not very active."

0655 GMT: Currency Watch. The currency site Mesghal.com is back on-line but has not updated its information from Monday.

Alef, however, posts a rate of 35400 Rials to the US dollar, a weakening of more than 2% from Monday's 34700:1. The site also says new gold coin is now priced at 13.8 million Rials (about $1100), a surge of more than 35% in a week.

Khabar Online reports that the Central Bank will maintain Sunday's rate of 26720 Rials to the US dollar in its "trade room" for importers and other selected customers, despite the 16% fall in the Rial on the open market on Monday.

Initially the Central Bank had set the Rial at a 2% rate stronger than its open-market level, but that gap is more than 30%.

Minister of Industry Mehdi Ghazanfari has said that exchange offices may provide currency at the "trade room" rate for "small demands".

0645 GMT: Press Watch. There is not a hint from State news agency IRNA about the currency situation. Its lead stories this morning --- "Western Companies Should Be Punished for Helping Saddam's Chemical Weapons Programme", "Good Relations with Tehran --- Tbilisi is a Model for the Region", "Foreign Ministry Rejects Claims of American and the Persian Gulf Cooperation Council", and President Ahmadinejad's interview with Charlie Rose on US television.

And in the Economic Section? IRNA talks about the Central Bank's new "trade room", which offers foreign exchange at a small discount on the open-market rate to importers and other selected customers, without ever mentioning the state of the Rial vs. the US dollar.

In contrasst to IRNA, Mehr is reporting an open-market rate of 34000 to 35000 Rials per US dollar this morning, roughly the same as Monday's closing level.

0455 GMT: There is no doubt about today's lead story. Even international news outlets who think of "Iran" as the nuclear programme and possible war with Israel set these aside on Monday for the economic shock of the free fall of the currency.

By the end of Monday, currency websites such as Mesghal and Mazanex set the Iranian Rial at 34700:1 vs. the US dollar on the open market, a drop of 16% on the day and more than 40% on the week, with some Iranian media reporting the currency hitting the 35000:1 mark.

Already this morning there are indications beyond the numbers of the seriousness of the problem. Reports indicate that Tehran's major foreign exchange offices were closed early on Monday, and the opposition website Kalemeh is claiming that parts of the Bazaar were shut. One of Mesghal's currency websites has been "Account Suspended" since Monday morning; the other cannot be contacted this morning. Mazanex has suspended the posting of a dollar rate for the Rial.

تجمع و درگیری مردم در مشهد با پلیس
گزارش های رسیده به ندای سبز آزادی حاکی از تجمع مردم و فعالان بازار در میدان فردوسی مشهد در اعتراض به اوضاع نابسامان اقتصادی و افزایش قیمت ارز است.
این تجمع که همزمان با التهاب در بازار تهران صورت گرفته، با دخالت پلیس به خشونت کشیده شده است.

با این حال گزارش رسیده حاکی است که تا زمان تنظیم این گزارش، تجمع مردم ادامه داشته است.

معترضان نسبت به گرانی و بحران اقتصادی اعتراض دارند و شعارهایی علیه دولت سر داده اند.

این گزارش همچنین حاکی از برخورد تند پلیس ضد شورش با معترضان است.

تجمع مردم معترض مشهد در میدان فردوسی در حالی صورت گرفته که بازار تهران نیز از صبح امروز در اعتصاب به سر می برد که با دخالت پلیس ضد شورش مواجه شده است.

شعار علیه احمدی***نژاد در بازار تهران

دیگربان : سایت محافظه***کار «فاطر***نیوز» از سر دادن شعار از سوی «مردم معترض» علیه محمود احمدی***نژاد در نقاط مرکزی شهر تهران خبر داد.

این سایت روز چهارشنبه (۱۲ مهر) گزارش کرده که معترضان به احتکار کالاها٬ تعطیلی صرافی***ها و مغازه***ها علیه احمدی***نژاد شعار سر داده***اند.

«فاطر***نیوز» همچنین ادعا کرده «تعدادی از اراذل و اوباش» در خیابان***های جمهوری، چهارراه استانبول و خیابان فردوسی به مغازه***ها حمله کرده و باعث تعطیلی آن***ها شدند.

این سایت افزوده است: «اراذل و اوباش شیشه***های برخی مغازه***ها که در مقابل این خواسته مقاومت می***کردند را شکسته***اند.»

از صبح امروز گزارش***هایی مبنی بر تعطیلی بخش***هایی از بازار تهران در اعتراض به نوسانات شدید ارز منتشر شده که احمد کریمی اصفهانی٬ دبیرکل بازار و اصناف نیز این گزارش***ها را تائید کرده است.

آقای اصفهانی همچنین بروز برخی ناآرامی***ها در برخی مناطق مرکزی شهر تهران را تائید کرده و از پلیس خواسته با کسانی که به گفته وی در پی ایجاد «آشوب» هستند٬ برخورد کند.

این در حالی است که خلیل هلالی٬ رئیس پلیس اماکن عمومی ادعا کرده بازار تهران امروز تعطیل نبوده است.

گروهی از محافظه***کاران از محمود احمدی***نژاد با عنوان «مهم***ترین عامل» نابسامانی بازار سکه و ارز نام برده و معتقدند او با «دامن زدن» به بحران***های اقتصادی قصد دارد از علی خامنه***ای انتقام بگیرد.

روز گذشته سه***شنبه (۱۱ مهر) نیز یحیی آل اسحاق٬ رئیس اتاق بازرگانی تهران بدون آنکه نامی از احمدی***نژاد ببرد گفته است: «افرادی که آثار تصمیماتشان به کشور لطمه می***زند، باید محاکمه شوند.»

آل***اسحاق افزوده است: «فردی که قدرت اداره شرایط بحران را ندارد نباید همچنان بر سر کار خود مشغول باشد.»

وی همچنین اضافه کرده که «کسی حق ندارد منافع ملی را به خطر بیندازد و همان***طور که در شرایط جنگی افراد بی***انضباط را به دادگاه نظامی می***برند، افرادی که آثار تصمیماتشان به کشور لطمه می***زند، باید محاکمه شوند.»

تجمع خانواده زندانیان محکوم به اعدام در مقابل بیت رهبری

جمعی از خانواده متهمین مواد مخدر محکوم به اعدام از ساعت ۳۰: ۶ بامداد امروز در خیابان پاستور مقابل بیت رهبری تجمع کرده و خواهان لغو حکم اعدام بستگانشان شدند.

بنا به اطلاع گزارشگران هرانا، ارگان خبری مجموعه فعالان حقوق بشر در ایران، حدود ۲۰ تن از خانواده***های متهمین مواد مخدر که در دادگاههای ایران به اعدام محکوم شده***اند از ساعت ۳۰: ۶ دقیقه بامداد امروز در مقابل بیت رهبری تجمع کرده و خواهان لغو محکومیت بستگانشان شدند.

مسئولین بیت رهبری که با دوربین به فیلمبرداری از تجمع کنندگان پرداختند به ایشان وعده دادند که حرفشان را به گوش خامنه***ای خواهند رساند.

مسئولین همچنین از تجمع کنندگان خواستند محل را ترک کنند و روز چهارشنبه برای اخذ نتیجه مجددا مراجعه نمایند.

گفته می***شود هم اکنون حکم اعدام ۳۲۰۰ متهم قاچاق مواد مخدر در دیوان عالی کشور به تایید رسیده است و ایشان در یک قدمی چوبه دار ایستاده***اند.

گفتنی است، مامورین حفاظت اجازه عکس برداری وفیلمبرداری به تجمع کنندگان را ندادند.

معاون سیاسی سپاه در پايان، استقلال هر کشور را منوط به فراگیری علوم هسته***يی، هوافضا، دیجیتال، نانوتکنولوژی و ژنتیک عنوان کرد و گفت: ما ملتی هستیم که نه تنها تحریم ما را از پا درنمی***آورد بلکه رسیدن به استقلال و ایستادن بر روی پاهای خودمان را برایمان به ارمغان می***آورد.

اقتصاد ايران در آستانه ورشکستگی و فروپاشی
با سقوط ۱۷درصدی ارزش ريال، اقتصاد ایران در آستانه ورشکستگی است. تلويزيون العربيه در گزارشی در باره کاهش ارزش ريال در ایران گفت، غرب اين روزها به مجازاتهای اقتصادی جدید عليه رژيم ايران فکر می کند.

ديپلماتها برای خبرگزاری فرانسه فاش ساختند اتحاديه اروپا و ايالات متحده در فکر اعمال تحریمهای بیشتر هستند.

به گفته دیپلماتهای اروپايی، مجازاتهای جديد فشار بيشتری را بر بخش مالی رژيم ايران وارد خواهد ساخت در حالی که برخی عقيده دارند که بعد از اعمال تحریم نفتی در ژوئن گذشته، اقتصاد رژيم ايران در آستانه ورشکستگی است و اين منجر به بالا رفتن قیمت کالاها می گردد که در نهايت موج اعتراضات داخلی را به حرکت در خواهد آورد.

تلويزيون يورونيوز نیز در گزارشی گفت، برخی ناظران می گویند، سقوط بی سابقه ارزش ريال در ایران، آغازی برای فروپاشی کامل اقتصاد این کشور است.


مردم رهبران رژیم را مقصر می دانند

بی بی سی: سخنگوی کاخ سفید می گوید مردم ایران رهبران این کشور را به خاطر محرومیت ناشی از تحریم های آمریکا و جامعه جهانی مقصر می دانند.

جی کارنی گفت: "همان طور که در ۳۶ ساعت گذشته دیده ایم، جای شک نیست که تحریم های اعمال شده ... همان طور که هدفشان بوده، به طور چشمگیری توانسته اند بر اقتصاد ایران تاثیر منفی بگذارند."

ارزش ریال در ماه های گذشته بیشتر از دو سوم کاهش یافته است.

کاهش شدید ارزش ریال علاوه بر افزایش شدید بهای کالاهای اساسی در ایران، انتقادهایی را درباره مدیریت این مشکل به همراه داشته است.

به گفته جی کارنی، رئیس جمهوری آمریکا و شرکای این کشور بر این باورند که اعمال فشار بر برنامه اتمی ایران از طریق گسترش تحریم ها، درست ترین رویکرد در مناقشه هسته ای با این کشور است.

آقای کارنی افزود: "مردم ایران متوجه هستند که چه کسانی مسوول شرایط ایجاد شده برای اقتصاد این کشور هستند، شرایطی که ناشی از خودداری رژیم این کشور از رعایت تعهداتش است."
